Struct Permit

Permission to make one call. Report the outcome, or drop it to report nothing.

Dropping without reporting gives the permit back and records no data point. That is the honest answer for a call that was cancelled: it says nothing about the upstream, and holding the permit would wedge a half-open circuit that can then neither close nor open.
