Validate a branch prefix such as rustferry/goal3/builds.

The namespace excludes refs/heads/; the generator adds it where a full ref is required and appends /** only in the trigger filter.

Errors

Rejects ref syntax, wildcard characters, reserved GitHub namespaces, and values longer than 192 bytes.
