Ergonomic wrapper around Arc<dyn Filter> with operator overloads.

F is Clone-able: cloning shares the underlying filter via Arc. This allows filter constants (like TEXT, COMMAND) to be used with the bitwise composition operators (&, |, !) without consuming them.
