• closed = false（缺省）：Open —— 全放行，保持既有 parity（harness / 测试零变更）；
• closed = true：Closed —— 仅 internal 或 roles 白名单命中者可注册/覆盖。

roles: Vec<String>

Closed 时的授权角色白名单（空 = 仅 internal 可注册）。
