PID file marker conventionally placed under <runtime_dir>/rusmes.pid.
The handle is deliberately small: callers create it with PidFile::write
during startup and call PidFile::cleanup from the graceful-shutdown
path. Silent-removal failures are logged at WARN level; they should not
abort shutdown.
