pg_localtime: the offset east of UTC, the daylight saving flag and the abbreviation at an instant in seconds since 1970-01-01 UTC.

pub fn acceptable(&self) -> bool

pg_tz_acceptable: the local time of 2000-01-01 00:00 UTC is on a whole minute, so the zone does not count leap seconds.
