Routes decoded Hello requests through service definitions and backend state.
The service-definition source is a &dyn ServiceDefinitionSource so the
shared broker’s v2-first super::CombinedServiceDefinitionLoader and the
bare v1 super::ServiceDefinitionLoader (used by tests that install v1
files) both drive the router unchanged (soldr#2364).

or backend spawn (soldr#2363: a below-floor Hello must be refused at
connect and spawn nothing) — route_request below can reload a
service definition and launch a backend process, so the floor check
must happen before it runs, not after.
