Learns a run of profile that finished at at (ms), having run under cap: its peak, and how it ended.

pub fn mark(&mut self, run: &Ran, cap: u64, at: u64)

Learns only how a run ended, not its peak, as for a cancelled one: a kill for memory or a peak at its cap makes its job unpredictable for UNPREDICTABLE_FOR, a peak past what it reserved makes its job reserve its largest peak for as long.

pub fn predict( &self, key: &Key, profile: &str, cap: u64, now: u64, ) -> Prediction

The memory to reserve for a run of key in profile, whose cap is cap, at now (ms).
