The budgets a plan starts runners within.

Fields

memory: Option<u64>

The memory left; None for no budget.

cpu: Option<u64>

The CPU left, in millicores; None for no budget.

host: Option<u64>

The memory the host has to spare for new runners beside other programs (ADR 0055); None when not known.

held: bool

Nothing starts, so no warm runner stops to make room: measured admission holds the slice at its high-water mark, or the host’s tasks stall for memory.
