When a slot is free and the caps of the running jobs and its own fit the budget: what runnerd does now.

Measured

As the daemon admits: when a slot is free, the running jobs (each at the larger of its prediction and its peak) and the largest prediction among the repository’s waiting jobs fit the budget, and the running jobs’ peaks are under HIGH_WATER percent of it. A started job then reserves its own prediction.
