The operator’s --host-label value: the human-chosen half of a routing label.

Narrower than a Label on purpose. This value is concatenated into rm-<host>-<os>-<arch>, so a host label containing a space or an upper-case letter would produce a routing label an operator could not retype into runs-on from memory.
