Enabled-state handling for additive catalog definition sync.

Variants

PreserveExistingEnabledForEnabledDefinitions

Preserve stored is_enabled for enabled catalog definitions on conflict.

This keeps operator pauses in place when a worker restarts with the same enabled catalog. Disabled definitions in the payload still write is_enabled = false.

RestoreCatalogEnabledState

Write each payload’s is_enabled value on insert and conflict.
