Durable local implementation of Runifold’s complete workflow control plane.

Operations execute the shared workflow state machine inside an immediate SQLite transaction. This deliberately serializes writers: SQLite is the local and edge adapter, while PostgreSQL remains the horizontally scaled coordination backend.
