An app that lives beside the frontend repo rather than inside its apps/.

EXTRA_APPS cannot reach these: those share the frontend bind mount and are started through pnpm --filter, and a sibling directory is in neither the mount nor the workspace. Each one gets its own mount and runs its own command verbatim.
