Which bank of registers a value needs, which is rucc_cost::RegClass under the name this module has always used for it.

The enum moved to rucc-cost when the target gained an answer for how many of each bank it hands out, because the number and the thing it counts belong in one place and that place is below the IR. What stayed here is class_of, since which bank holds a value is a question about an IR type and rucc-cost does not see the IR. Which bank of registers a value needs.

Two, which is the split every target rucc has a back end for or plans one for. A vector lands in the floating point bank because on x86-64 the same registers hold both, and a target where that is wrong is a target that needs a third variant here rather than a different rule.

It is in this crate rather than with the pressure analysis that counts them because the target is what says how many of each it hands out, and this crate is where a target is described. The question of which bank holds a given IR type is the other half and it stays with the analysis, since this crate sits below the IR.
