Expand description

A pending host UI request emitted by a plugin runtime action.

The request and tool-call ids are intentionally separate: a single tool call may ask more than one question, while concurrent tool calls must never consume one another’s answers. raw retains the complete action envelope; ui is the normalized UI payload that TUI renderers generally need.
