Result of a bounded runtime drain. Clean proves the runtime’s own turn
tasks have reached their cleanup paths; provider-specific child-process
reaping remains an explicit provider capability.

At least one lifecycle transition initiated by this drain could not be durably appended. The runtime still made its best cleanup attempt, but callers must not claim a persisted terminal state as proof of recovery.
