A read-only view of the metadata I/O limits actually in force.

blocking_lane carries the shared lane limits owned by the root BlockingLanePolicies, actor_limits carries the admission bounds the actor owns, and legacy_blocking_fields reports each retained configuration field beside the value that applies instead.

A request may tighten the lane phase budgets with MetadataWriteRequest::with_lane_deadline. The executor combines the request deadline with the lane budget by taking the earlier expiry, so no request can widen a shared lane limit.
