File-based storage backend

Provides persistent storage using individual files for each key. This is simpler than RocksDB but less performant for large datasets.

File structure:

 data_dir/
   ├── metadata.json (index of all keys)
   └── data/
        ├── <key_hash_1>.dat
        ├── <key_hash_2>.dat
        └── ...
