Serve as a fixed-function rank: announce the one stage this hardware implements, then stream activations through the board.
No graph is compiled and no StageSpec is consumed — the datapath is
already synthesized. The activation length is checked against the descriptor
on every step, so a mismatched feed is refused instead of being clocked into
the fabric.
