Whether this build was compiled with the backend feature for device.

Distinct from is_available, which additionally requires the hardware / driver to be present. Splitting the two lets callers say which of the two is actually missing: “enable the gpu feature” is actively misleading on a headless box where the feature IS on and there is simply no adapter.
