Connect to endpoint. On Windows a busy pipe is retried up to 3 s and a
not-yet-created one up to 1 s (HeardRight’s behaviour).
The host is checked to be the current user and nothing more: whichever same-user program
answers at endpoint receives whatever you write. Use open_stream_expecting to name the
program you mean to talk to.
