End of a streamed tool call’s input: the signal for the shared assembler
(RawStreamingChoice::ToolInputEnd) to finalize the call.
Optional fields are authoritative wire values that supersede the assembled
state — a wire whose completed item restates the call (OpenAI Responses
output_item.done) carries them; delta-only wires leave them None and
the assembled fragments are parsed instead.

§id: StreamPartIdAssembly identity: the id the call’s fragments were emitted under.
tool_id: Option<WireId>Authoritative provider-issued tool id, when one exists (e.g. an id
that arrived after the call opened id-less). The durable handle;
absence is None, never an empty string.
name: Option<String>Authoritative tool name from the wire’s completed item.
arguments: Option<Value>Authoritative parsed arguments from the wire’s completed item.
call_id: Option<String>Provider call-correlation id (e.g. OpenAI Responses call_id).
signature: Option<String>Provider signature attached to the completed call.
additional_params: Option<Value>Provider-specific metadata attached to the completed call.
on_unparseable: UnparseableToolInputWire-family policy for assembled arguments that fail to parse.
