The value top-level key gets from the layers above the base: the mapped options, then the provider options, then additional_params, merged as the body merges them. Read only, so it cannot rank anything.

additional_params.tools, taken out of the raw layer for the base to append after the request’s own tools, so the merge never replaces them. Empty when it is unset.
