Errors a budget implementation may surface.

Soft denial (the budget would be exceeded) is signalled by Ok(false) from BudgetGuard::try_reserve / TokenBudget::try_reserve_tokens, not via this error. This enum is reserved for infrastructure failures — a remote budget store timing out, a persistence layer rejecting a write, etc.
