Configuration for rate limiting.

Uses a token bucket algorithm: tokens refill at refill_rate per second, up to burst_size tokens. Each operation consumes one token.

Fields

burst_size: u32

Maximum tokens that can be accumulated (burst capacity).

refill_rate: u32

Tokens added per second (sustained rate).
