Slice a full pack for a specific query using BM25 scoring.

Pre-build the full pack once, then call this per query to retrieve the top-K entries most relevant to the user’s question. This handles the Per-query decision: should we slice the pack for this query, or skip it?

Based on N→F analysis from the 63-probe benchmark:

bug/crossref/detail queries: pack provides essential context (Δ = +1.0 to +1.8)
arch/impact/review queries: model already knows from training (Δ = +0.0)
discriminate/edge/what queries: marginal gain (Δ = +0.2 to +0.8)

This is a pure structural classifier — no API calls, no token cost. Runs in <1ms, zero side effects. Safe to call on every query.
