A user collection’s stable identity, as recorded in the catalog.
The catalog is keyed by collection (and range within it); this is the
collection’s own name, not a shard-routed handle. Resolving a
CollectionId to its ranges needs only the catalog itself — no user-data
sharding — which is what lets the catalog be the thing that bootstraps
routing.
