Coarse routing class for a MessageKind.

The numeric ranges in the wire spec (0x01..0x0F data plane, 0x10..0x1F handshake/lifecycle, 0x20..0x3F control plane) are turned into a typed catalog so dispatch sites can interrogate a kind’s role without re-implementing the comment-grouped match arms. Streamed is split out from DataPlane for kinds that describe an in-flight stream envelope rather than a request/reply.
