Result of a PermissionPipeline::check call.

• CheckOutcome::Deny — the pipeline denied the call. The caller must surface error to the user and persist audit alongside it.
• CheckOutcome::Allow — the call is allowed. arguments is the final argument set (possibly hook-transformed) to pass to the tool.
