Each crate indexes its own flat array using its own enum, so the per-crate discriminants drive routing inside that crate; the cross-crate translation goes through name-based bridge functions in common::walk. Adding a variant here without a matching one in congestion (or vice versa) is caught at compile time by the exhaustive matches in those bridges.
