Proof mode refused execution (see crate::proof_policy).

dominant_rejection: Option<AdmissionRejectionCategory>

The dominant rejection category when no worker is admissible (lets a pressure block read as pressure_blocked rather than a generic gap).

recent_incidents: Vec<IncidentChainEntry>

Recent incidents for the command/project, oldest-first.
