Webhook notification surface for reliability verdict transitions.

Fires when rch doctor --reliability --watch observes a verdict change (Healthy → Degraded, Degraded → Failing, etc.). Each endpoint selects which transitions it cares about and how the payload is formatted.

Fields

endpoints: Vec<DoctorWebhookEndpoint>

Named webhook destinations. Empty = no webhook dispatch.

max_inflight: usize

Maximum number of in-flight webhook deliveries. Bounds memory and outbound connection pressure: when the queue is full, a transition’s delivery is dropped (and journaled) rather than growing unboundedly. Per-process, shared across all endpoints.
