Orchestrator box: offloadable builds default FAIL-CLOSED + queue (RCH_REQUIRE_REMOTE semantics) — a saturated fleet waits for a worker instead of repopulating local rustc. Explicit per-call env still overrides.

Worker

The box IS the compute: fail-open/local; rch shim install refuses here.

Hybrid

Today’s behavior (fully backward compatible).
