required_tools: Vec<String>

Named tools every job from this project requires a worker to have VERIFIED, as though each were passed with --require-tool.

This is the project saying “my jobs cannot run on a worker without these”, so it applies on top of any --require-tool given on the command line rather than being replaced by it. It affects job mode ONLY: ordinary offloaded compilation keeps its existing admission behavior, because a project-wide requirement that silently narrowed every build’s worker pool would be a surprising way to lose the fleet.
