§rules: BTreeMap<Pattern, Rule<Allowed, usize>>

The reference pattern that this rule applies to.

Note that this can be a fully-qualified pattern, e.g. refs/heads/qa, as well as a wild-card pattern, e.g. refs/tags/*.
