What a Tabs strip does when its tabs do not fit.

Arrows

Arrow controls at both ends scroll the strip one tab at a time, without opening anything. They are small buttons: hovered they brighten and raise the pillar, pressed they flash one tone brighter, and at the end of the strip they fade and ignore presses. ctrl+PgUp, ctrl+PgDn and the wheel scroll the same way, and opening a tab brings it into view. The default.

Menu

A control at the end shows how many tabs are hidden and opens a menu of them; ↓ opens it from the keyboard.
