The control that takes the keyboard when the screen opens: the list of settings, so the arrow keys walk it from the first key the person presses.

A report that stands above the list comes first: it is news the person has not read, and the list is taller than a small terminal, so focusing the list would scroll the report out of sight. Its dismiss button takes the keyboard instead, and dismissing it hands the keyboard on.
