A PostgreSQL pub/sub channel (NOTIFY/LISTEN) declared in the schema.
Has zero physical DDL footprint — nothing here ever produces a DDL step
in diff_schema_steps; its mere presence in a schema is exactly the kind
of content-only change schema_content_changed exists to catch.
