Submit a synchronized nDisplay frame capture.

The client supplies ONLY typed editorial context and a typed target selection; it never talks to Pulse Cluster and never constructs artifact paths. The off-browser bridge picks this request up, submits it with the cluster credential, and mirrors authoritative status + typed receipts back as FrameCaptureStatus.
