Delta-encode sorted integer arrays then apply RLE on the deltas.

Useful for compact storage of entity ID lists.

Delta-encode a sorted slice of u32 values, then RLE-compress the result.

Wire: first encode [count: u32 LE], then for each delta [delta: u32 LE], wrap the whole byte stream with RLE.

pub fn encode_bytes(data: &[u8]) -> Vec<u8>

Encode bytes directly with delta+RLE (treats bytes as u8 deltas).
