A claim made by the tier-two gitignore fallback.

Nothing here says what the directory is, and that is the point rather than an omission: this tier knows the directory is safe to remove and knows nothing whatever about what put it there. The asymmetry against tier one is information — a named row is a directory whose cost to lose is known, and an unnamed one is a leap.
