A reused certwatch DB connection for the whole CT fetch.

Connecting to crt.sh is expensive, so the snapshot query and the chain query share one connection, opened lazily on first use. A query that fails or times out (no response) may still be running server-side, which poisons the connection: it is hung up, and only the failed query is re-executed on a fresh one.
