Symmetric scaling method applied to the augmented KKT system by TSymLinearSolver. Mirrors the linear_system_scaling option in IpAlgBuilder.cpp:302-318 and the RuizTSymScalingMethod / Mc19TSymScalingMethod strategies in upstream Ipopt.

• None (default) — no scaling; TSymLinearSolver runs with a null scaling method. Matches upstream’s default.
• Ruiz — iterative symmetric ∞-norm equilibration (Ruiz, 2001). Implemented in pounce_linsol::RuizTSymScalingMethod.
• Mc19 — Curtis-Reid (HSL MC19) scaling. Not yet implemented; falls back to None with a warning.
