One idempotent credential-enrollment operation.

operation_id is caller-stable: reuse the same value, with the same fields, after an ambiguous transport failure. State returns the original outcome instead of applying the enrollment twice.

Principal authenticated by the credential.

Namespace patterns this credential may enter.

key: CredentialVerifier

First active verifier for the record.

Whether this credential may enter through an edge transport.

grants_admin: bool

Whether this credential may call admin-gated services.

grants_attest_email: bool

Whether this credential is accepted as the backend-email-attestation service credential (PersonaService.AttestVerifiedEmail).
