最大响应时间,超过该时间属于慢调用请求
slow_rate_to_preserved: Option<u32>
可选。触发保持状态的超时率阈值,假如不配置,则默认不会进入Preserved状态
slow_rate_to_open: Option<u32>
触发熔断的超时率阈值
