Respond(HttpResponse)

Respond now without reaching upstream: a filter short-circuited, or the chain failed closed on a trap / deadline (the synthetic 5xx from RunError::fail_closed_response).

Forward(HttpRequest)

The chain passed: forward this (possibly edited) request upstream.
