Derives an 64-byte identity from a Policy.

Attribute values are canonicalized first (see canonicalize), so a sender who typed Alice@Example.com and a PKG holding Yivi’s alice@example.com arrive at the same identity. Because both sides apply the same function, this only ever merges identities that used to differ — it cannot split one that already matched.
