Struct ScanTarget

A block, or a transaction in it, that scanning must reach. A target names a block height and, when a particular transaction is wanted, its txid. Two targets naming the same block height and txid are the same target.

The blocks around a target are prioritised for scanning: a narrow range by default, and the whole shard of each pool the target’s transaction was found to hold notes of, so those notes become spendable.
