Evidence, not a verdict: the record states how many of the symbol’s selected edges reach that partition and how many leave it at all, and leaves what to do about it to a consumer that owns a policy.

Which relations count is the caller’s selection to state, so every edge the selection admitted is counted rather than calls alone.
